This is Roy from SVC: Card Fighter's Clash 2 (originally from Rival Schools) I found the pic here [link] and modified it to look like the ones I found here [link]

I used Photoshop to make the image and ImageReady to animate it.

Edit: changed the background to transparent instead of white.
